Ascend the stairs and remove the seal to obtain the Tarnished Seal, which allows you to parry enemy attacks and execute the empowered riposte. Enter through the open door in the back, then head up to the second floor where you will find a chained monster. Obtain the Tarnished Seal: Upon arriving in Fallgrim go straight ahead to the Fallgrim Tower which you can see in the distance.
